CONSTITUTION FOR CONCESSIONAL REGISTRATION
PART 1 - ELIGIBILITY FOR HISTORIC VEHICLE
a) All vehicles shall be a minimum of 30 years old; the onus of proof of age shall be with the applicant. However, the final arbitrator shall be the Club Committee.
b) Members of six months standing who have attended three (3) club outings are eligible to apply for historic plates. The committee retains the right to reconsider this rule on written application by the member stating such reason for application. (e.g. former member, or member of a similar Club - Alfa, Lancia or interstate Fiat Club) A reference from the president of the said club must be supplied.
c) All applicants shall be handed a copy of the Constitution. Applicants shall read and sign the log book indicating that they fully understand their responsibilities and agree to abide with this Constitution before endorsement of RTA paperwork for concessional registration.
PART 2 - CLUB EVENTS
a) Historic vehicles shall only be used for Club events, except as set out in Part 3 - Servicing of historic vehicles
b) Club events shall be:
" Events as set out on the Fiat club events calendar.
" Events conducted by Council of Motor Clubs Inc., Council of Heritage Motor Clubs Inc. (the `Bush Council) or affiliated Car Clubs to which an official written invitation has been received by the club.
" Events conducted by the NSW Automotive Museum Association to which an official invitation has been received by the club, or event conducted by secondary club.
" Events conducted by a secondary club to which the member belongs, a permit number shall be obtained from the Historic Registrar. This shall be entered in to the Historic Registrar's day book and vehicle log book. This, however, shall not add to the 3 club events per year requirements.
PART 3 - SERVICING OF HISTORIC VEHICLES
Please note that all movements of historic vehicles shall be recorded in the official minutes or a day book held by the Secretary or Historic Registrar of the Club.
a) A short road test of 3 km or less is permitted at any time after servicing or repairs and noted in vehicle log book.
b) Any runs longer than a 3 km radius from place of registration in the metropolitan area of Sydney, Newcastle or Wollongong necessary for the servicing or road testing of historic vehicles, shall only be made after receiving permission from Historic Registrar or, in his absence from the President, Secretary or Treasurer. This permission shall be properly recorded in the Club Records by the person approving the movement with full details of time, place and reason also in the historic vehicle log book.
c) Members residing in country areas may use up to an 8 km radius from place of registration. Exceptions can be made up to 20 km radius upon written application to the committee setting out reasons for such exemption for those residing in country areas.
PART 4 - RESPONSIBILITY OF CLUB MEMBERS
a) All enquires shall be directed to the Historic Registrar of the club. Individual approaches to the Roads and Traffic Authority, council of motor clubs or bush council are not permitted.
b) Historic number plates are issued to a member of the club and are not transferable either to another vehicle or person in the event of the vehicle being sold.
c) Historic number plates shall be immediately returned to the Roads and Traffic Authority:
" In the event of the sale of the historic vehicle on which they are issued.
" Upon the member's resignation from the Club.
" Upon the member's failure to remain a financial member within the meaning of the Constitution of the Club or on failure to pay any levy that may be constitutionally approved by a duly constituted Club meeting.
" At the directive of a Club Committee decision.
" If the Club committee considers the vehicle has been made unsafe or altered after it has been inspected and deemed to be not in the spirit of the historic concessional registration scheme
" Any unauthorised use may revoke the right for access to the concessional registration scheme
d) Club concessional registration is granted in the belief that the members' prime intent is to use the historic vehicle for Club Outings. The Committee retains the right to reconsider eligibility for issue or renewal should the vehicle not attend three (3) Club outings during the year without good cause.
PART 5 - ANNUAL HISTORIC VEHICLE INSPECTION
a) All historic vehicles shall undergo an annual inspection (notifying the historic registrar before attending the inspection) and unregistered vehicles must be trailered to and from the inspection.
b) Such inspectors are the only persons authorised by the Roads and Traffic Authority.
c) Moneys payable for renewal of club membership shall be paid before the annual historic vehicle registration date.
d) Chassis, serial, body and engine numbers will form part of the identification of a Historic vehicle. Any change shall be notified by obtaining a change of details certificate from an authorised R.T.A inspection station, then notifying the Roads and Traffic Authority and the Club's Historic Registrar.
PART 6 - INSURANCE REQUIREMENTS
A minimum insurance cover of Third Party Property Insurance is required. Proof of cover must be provided to the Historic Registrar. It is strongly recommended that full comprehensive insurance be obtained.
PART 7 - HISTORIC VEHICLE LOG BOOKS
Historic Vehicle Log book shall be carried with the vehicle at all times and shall be produced on demand by police, RTA, Historic Registrar, nominated person or anyone with just cause. Details must be filled out prior to commencement of the journey.
PART 8 - RISK MANAGEMENT
a) Vehicles to be driven at all times to comply with R.T.A., Police and Enforcement Officers direction. Members will abide by the Fiat Club of N.S.W, (Inc.) constitution and rules including those guidelines set down for the use of vehicles on the Historic Vehicle Concessional Registration Scheme
b) Vehicles shall be maintained in a sound condition at all times for use on public roads or places in respect to where applicable.
c) Vehicles driven in competition events that are conducted on private tracks/circuits must ensure that their 3rd party bodily insurance cover such competitions (C.A.M.S. sanctioned events have such insurance cover). Vehicles must be driven in such a manner as not to endanger fellow competitors, officials or the general-public.
